The essential function here is calculating & otherwise dealing with rights. Rather than the vague "post zephir processing", we should name this as "the thing whose job it is to deal with rights".

This is more true than ever with moving populate_rights (and probably grin_gfv as well) here, and with hathifile generation no longer being part of this.

The zephir file shuffling may go away too (maybe) once we use S3 buckets instead of FTPS for zephir functionality.
