Create anonymized subset of crms database for testing

The main challenge will be anonymizing users and their incarnations, and mapping in fake values in all other tables where they occur.

TBD: what size subsets of the large tables will be sufficient?
Historicals should be included for each project, also candidates where applicable.
Maybe 1000 total historicals per project. This may be too many.

Blocked by #144 , #145 , #153 -- doing them first will make this easier to maintain.
