Rebuild the dashboard using the new STATIC data source

  We need to create a script that sweeps the data from a submitted time sheet out of the workbook into the roll up sheet

  This script should:
  -  advance the counters in Global Values
  - lock the sheet that has been submitted, so that they can't edit or resubmit
