[Feature Suggestion] Add option to disable timer in config app

It's somewhat common for Tiktok streamers to come on the server and ask for a way to disable the timer.

Describe the solution you'd like
Checkbox in the config app that lets you disable the effect dispatching based on the timer (while keeping keybinds and debug menu working)
