civs who have been sent away should not return as long as player units are around #127

Not that straightforward.
Sending away is an ACE feature https://github.com/acemod/ACE3/blob/76676eee462cb0bbe400a482561c148d8652b550/addons/interaction/XEH_postInit.sqf#L14-L19

I'm listening to that, and do a customActivity for some time & then return to normal behavior.

To fix that, I'd need to decide what to do with that civilian. Should they just… go away and be onlookers? Go visit relatives somewhere else? Or like… neighbors? And blacklist the building or area they've been sent away from?
