a href links broken?

Steps to reproduce:
1. Edit a plan, adding the text "I am testing links here. Does <a 
href="http://www.grinnellplans.com/documents/faq.html">this</a> link to the 
Plans FAQ? It [http://www.grinnellplans.com/documents/faq.html#outside|should]."
2. Submit the edit.
3. View the edited Plan.

What is the expected output? What do you see instead?

According to the Plans FAQ, <a href="...url...">...text...</a> links should 
work. On my plan currently, they do not.
