Alright! I used ~whit537 as the owner of Aspen because ~Aspen got hung up on gratipay/gratipay.com#3110. What should we do? Is that what I wanted to happen?

Thinking this through with @kaguillera over here ...

I guess I'm not entirely comfortable with all of those tips going to the Aspen project, because:

• I don't think of Aspen as a significant enough part of the work I was personally receiving tips for under Gratipay 1.0 to warrant the migration.
• It's been 10 months since we stopped charging people. This is run Gratipay 196 #526 (comment) coming to a head. Reticketed as phase out tip migration #536.

I think for this week, I'm going to manually DELETE the new payment_instructions for the Aspen team. Note those will get re-migrated next time migrate-tips.py is run! If we don't adopt #536 before next week we'll need to deal with this again.
