Currently we only ask for permission to access public data. Although the main use-case for this has been notifying people of unclaimed tips, and if tips are unclaimed then we by definition we can't notify them via github anyway. So much for that.

Do we want to get in the business of filling people's GitHub notification stream?

Definitely you should implement this! This feature is crucial for project growth. It is like invitations to join the project. One of the first things every social network do after signup is offering to send invitations to new user's friends.

Is there an alternate ticket for using github notifications? I think an excellent use case for notifications would be to allow receivers the ability to broadcast communication to their supporters/backers when we don't have an email address for the supporter. Obviously including the ability to Opt-out of notifications
