GitHub workflow support

Improve usability of k6lint command in GitHub workflows.

• skip the "versions" checker, usually the .git directory does not contain the necessary information
• emit the "grade" GitHub output variable

Since k6lint's "build" checker requires golang to be installed, k6lint will be used as a normal command instead of GitHub action in the future. GitHub action and Docker image publishing will also be discontinued.
