一个方案是：

忽略前提建筑和互斥，立即在该区域建造工厂和本地工厂。

与原版的变化是，不给工作坊了，也不给每个工厂+1生产力。

建造工厂和本地工厂就允许了同时建造发电厂和本地发电厂，这座城生产力就很强了。需要一个修订，就是把发电厂和本地发电厂的互斥性去掉，让这个互斥性由工厂和本地工厂约束。

另一个方案是：

忽略前提建筑和互斥，立即在该区域建造工厂和本地工厂。工厂和本地工厂+1生产力

但是保留发电厂和本地发电厂的互斥性。
