In the Surface Composable, why the modifier argument being passed to is like this: Modifier = Modifier

I believe it step 3: Add a list to your app
Scroll down until u find the: Display the list

How to reproduce?
I believe it is the syntax error, but I'm not sure since I am just a beginner
