[Question] Purpose?

Hello, I have a question about the purpose of all of this. If the scraping it's done using apify, what is the need of a decentralized system that scrape from that api? (and the api it's even priced "$1.50 for 1,000 tweets")

Furthermore it's even allowed to scrape and resell/reuse the data that was collected? Or they could eventually come and shut all of this down? (I know that being decentralized it's harder, but still)
