High Sierra doesn't like modifying permissions on /usr/local #23

MacOS High Sierra, at least the latest beta, really doesn't like modifying permissions on /usr/local and it doesn't seem to be necessary either. This is a one line fix in that you just remove /usr/local from $brew_folders in manifests/install.pp

That change seems to be working for me so far.
