Try to combine pass/fail QC layers for locus spots to get truer max Z

The max z slice to which propagate/expand a point is taken as max Z over all points for each layer, separately, right now. So if there are many more QC fails, for instance, the change that we don't propagate the QC passes as completely along the Z axis goes up.
