Describe the bug on 2023.02.00, in a context with a subset of plugins, i don't have the 'include overlays' option in the print dialog.
it works in the default context, eg loading mapstore, not adding layers, and hitting the print button, the checkbox is here.
it works fine on 2022.01.00.
To Reproduce Steps to reproduce the behavior:
Expected behavior the 'include overlays' option should always be there, no matter which plugins are used

issue still present after tentatively reverting #646 while testing for #699..

now that i've re-upgraded my production instance to 2023.02, i can't reproduce anymore on https://ids.craig.fr/mapstore/#/context/cadastre ... closing for now. puzzling !
