User from amateur comp received payment confirmation from user on commercial side - 2.6.2 (e)

Describe the Bug
A participant on the amateur comp side received an emailed "Your payment has been completed. The transaction details are provided here for your convenience" email. The transaction referenced was for entries on the commercial side though. The payer name and payer email are the amateur (incorrect) participant but the transaction details (amount, entry numbers, email subject) are all from the commercial side.

The commercial side and amateur side utilize separate databases (but share a common db user).

Paypal lists the correct details for the commercial payment.

Paypal IPN is enabled for amateur but disabled for commercial.
