use better ordering for commit script

Ideally the commit script would be sorted in a way that the first run actually succeeds, now it's often the case that one needs to run it multiple times to get all the dependencies in the right order.

Do you see wrong order in packages from package list of the same bug or are you talking about bugs where "Depends" is set (e.g. you need to stabilize another package first)?

From one bug. The packagelist field often has the "target" set first and then the dependencies in random order.
