Example is https://bugs.gentoo.org/627280: eix will show up twice in the rdeps script.

Packages are removed from rdeps list if they have no use flags given and they are in the original package list (since d40c4c8). The rdeps list needs to be deduplicated also, but it now is at least slightly better.
