Selection of values in filters - add ability to select all and invert selection

Some of the filter lists can be long. It would be beneficial to users to be able to select all values (then de-select those values not needed) or to be able to invert the selected values.

Sorry it took so long to get here, but now it is implemented and available in staging. Soon to be in production.

I added it to enumerated filters like issues and flags that shows lists of values to choose from.
