Describe the bug
when server app first starts, there is a scenario where myProxy user does not have ~.ssh folder, and therefore no ~/.ssh/authorized_keys file.
To Reproduce
Steps to reproduce the behavior:
New computer (maybe docker?)
Install myProxy. Run setup.
Expected behavior
Server starts without error
