Incorrect Capital IDs in world.sql

The restructuring of the world data has led to capital city IDs in the countries table no longer matching up with the the cities table.

For example, the search to find Carmen Sandiego leads students to the country Brazil with a capital city ID of 211. In the cities table this should point to Brasília, but Brasília's ID is now 228.
