Thanks, yes I will try to rework the documentation a bit today.
The issue arises "only" for images created by the create-distribution-image script which unconditionally sets SIZE_MB_PARTITION_PERSISTENCE=256 ... This was chosen to ensure the image will also fit storage media that are very close to the ISO in size (i.e. 16GiB) without consideration of the not uncommon issue that someone will download the image not to install but to use in a VM..

So for one, I will increase this to 1 (or 2?) GiB by default because the image is distributed gz-compressed and it won't even increase the download size, and that should give enough headroom for basic testing and development.
For today, we can create an image from the ISO later according to our needs.
