Adding support for tax court citations #134

I am planning to add support soon for the full range of tax court citations. Currently, we recognize the most common ones such as the I.R.B. but I will add the others (e.g. A.O.D., T.D., Rev. Rul.). See https://www.americanbar.org/content/dam/aba/publishing/tax_lawyer/ttlstyle.pdf
