Add ssl instructions on database access page #2364

Since ssl is mandatory for database access, we should provide more instructions on adding SSL for certain apps (Eg: Looker Studio)

Eg: Also give out SSL certificate (full chain) for people using looker studio can connect

Maybe the instructions can be on proxy's landing page, rather than "Are you lost?" page
