Story

Add automated tests for the on GKE end-to-end example.

Proposed Solution

Assert the cluster is running, is regional, uses public nodes, has expected node count, and check that all pods are healthy. Test client can connect to server and test cron job.

This work is mostly complete, however it is blocked from running successfully due to a bug with Helm 2. Upgrading to Helm 3 will resolve. Here is the branch where the tests reside: https://github.com/forseti-security/terraform-google-forseti/tree/feature/add-gke-tests
