Captain's descent announcement does not trigger correctly

Describe the bug

Captain's descent announcement fails to play, or plays very delayed. Reproducible with a clean community folder.

Expected behavior

Descent announcement should play shortly after descent begins.

Steps to reproduce

Any normal flight should do.
