In-cluster Tilt-like experience for Terraform

Terraform users are usually trying Terraform modules locally before GitOpsify them with TF-controller.
We would like to support this workflow in-cluster so that Terraform users have better experience and smoother transition to GitOps Terraform.

One of the successful models is Tilt. This thread is for discussing / brainstorming the ideas of how Tilt-like experience would look like in-cluster to support better Terraform DX.
