You have to install Android NDK.

Open Android Studio -> Tools -> SDK Manager -> Android SDK
Choose SDK Tools Tab then it show a list sdk, check the NDK (Side by side) and CMake.
To install the NDK version 21.4.7075529. Check the "show package details" to display version of sdk.
Install it and rebuild a flutter.
