Build kernels-tests in non-GPU CI #1561

Currently kernels-tests isn't even built in non-GPU CI, leading to occasional build errors showing up. This should get added to the current https://github.com/flexflow/flexflow-train/blob/master/.github/workflows/per-lib-check.yml workflow
