Add reasonable flake8 exclusions #20

Add this section to the flake8 section of the setup.cfg:

[flake8]
...
per-file-ignores = 
    ioc_finder/__init__.py:F403,F401
    tests/*:E501

Also, add comments detailing what each exclusion is (e.g. what is F401?).
