We have created a fork of the Flite project on https://github.com/grammatek/Flite. In the branch android-grammatek. We have made a port for Android NDK build. We have also taken a look at the above projects and yes: these are very old and not maintained. Also the source code quality is rather questionable.
The biggest problems we have found with Flite and Android is that the loadable voices format ".flitevox" is not usable for unit selection voices and that the whole build process is a nightmare. Clearly a result of the academic background. Then again, there seems to be no responsible maintainer which answers any questions.
I recently discovered this project on F-droid. The problem is that it is really old.
