We need to define long-term data retention policies.

@jasonstjohn is working on the long-term storage aspects. News:

Data are accruing in /accelai/data/prod/ but gmpsa-prod has read/write access to 
/pnfs/ldrd/accelai/tape/ so I will be migrating data there as part of a renaming process 
which will involve all the old data files as well....  Just not sure when, as there seems to 
be minimal urgency, and will require a bit of unlovely scripting.
