What we’re after: As a user, I want to enter keywords or dates in order to search the Explanations and Justifications (E&Js) for historical context about the Commission’s rules and regulations I’m interested in, so that I can better understand our changing rules.

Why we’re after it: To provide users with an easier method of researching our rules over time.
