please include in the top-level README.md a link where to download from sys-fs/eudev/ files: eudev-$num.ebuild, metadata.xml and the Manifest. It would be helpfull to those who don't have the files anymore in the portage tree. If the preferred way is to add some overlay, like without-systemd, please make it clear. Although I think providing the few files is safer.

an overlay is definitely the way to go here. we've urged the people protesting the removal of eudev from ::gentoo to make one, not sure if they ever did.
(EDIT: ps, you should just use sys-apps/systemd-utils[udev] as it is more up to date)
This wouldn't be just an ebuild, it would need the associated virtual file as well.
To get back into ::gentoo... politics will come into play as the reasoning for creating eudev has been changed to be about musl and systemd-udev now builds with musl. Likewise the "poor" track record of eudev keeping up with breaking ABI was a step too far some some and thus there would need to be a clear change in how that is managed.
not dismissing it, I would prefer eudev but this is going to be a challenge to convince gentoo to accept it and an overlay is going to suffer from lacking virtual. Luckily all the ebuilds still DEPEND using virtual/udev
wrt eudev back in Gentoo, it's only happening if eudev becomes systemd-utils[udev].
... and eudev shouldn't be anything else, otherwise it is not useful, because it is out of date and/or incompatible while conflicting with the working and updated implementation.
