Custom states in async bot does not work in group chats

Hi! Saw this custom states example, and it works perfectly in bot pm, but does not work in group chat, how can i fix it?

You should set both chat_id and user_id to set_state.

updated from 4.6.1 to 4.7.0 - still not work in groups

as well, i use my bot for voice to text conversion with speech_recognition, and non github version getting crashed for every time after sending text from converted audio, with this error:

but github version works without crashes.

There was a fix recently regarding download_file method, so this is the reason.
