Komodo release should provide ResInsight executable from 2024.08 release in ri_wellmod.py

From the 2024.08 komodo release, rips will be able to read the correct ResInsight executable to use onprem from a internal config file in the komodo release.
This should then be preferred when using a komodo release (komodoenv) instead of trying to detect the correct ResInsight executable automatically, which will be more difficult as there now is different executables depending on RHEL version and python version.
