I18n plugin upgrade

What was done so far:

• Removed i18n field from the old plugin.
• Using "lang" instead of "language"
• Filtered out all the new document templates except the templates for base language created by the plugin. This ensures that the editors always create a document with the base language type first.

Changes we need to address

• Hide the manage translations button for all user roles ( except developers, admin), as the editors might replace a translation leading to more orphaned documents

Refer to the screenshot above, if the NO_NB translation is removed, it cannot be found in the UI.

• Since, only base language templates are allowed, the create option under manage translations shows wrong template options.

• It is possible to remove all translations and leave a translation metadata document as an orphan.

• The document gets orphaned, when translation references are unset and not deleted immediately.

• withTranslationMaintenance is not adding the maintenance menu in the desk structure.
