Don't automatically jump to step 2 after references are imported #280

@damian-garrido We agreed on email on this but I never put it on github. We want users to look at their references after they've imported them so that they can see errors or anomalies early instead of move forward. Therefore after a user imports refs, the page should not jump to step two. Rather they can click step two on the navigation bar on the left or scroll down to click Step 2. But then we keep it the way it is for the other steps, once step 2 is done it automatically goes to step 3, once step 3 is done it automatically goes to step 4. I've labelled this as a priority. Let's try to get it done before the end of the year.

@damian-garrido I think this is an easy one, can you try to address it before the end of the year please?

@MJWainwright I was able to prevent the issue where the process skips to step 2 when a user uploads references. However, I couldn’t implement the functionality to automatically skip to the next step when a user completes a step because I don’t know how to detect when a step is finished.
