Currently the lr_common_styles gem handles navigation (including CSS for the header) and also has shared CSS that can be used by each HMLR app. The plan is to move the shared CSS into each app and repurpose lr_common_styles (will probably be best to rename at this point as well) to only handle navigation / i18n related things
