Commit lambda zips to repo #41

Currently you have to install node/npm/ncu in order to repack the lambda zips before you can run terraform

It would be better not to have to do this, and it also risks introducing unwanted change

We could commit the zip files to the repo and add some ci to ensure that they are up-to-date
