Inconsistent times in boost screen and VM summary screen

When you are setting up a VM boost the end time is displayed relative to the browser/system clock,
but when you view a summary of running VMs the end time is shown directly from the database (GMT).

Times should be consistently shown relative to the local system clock, probably by having the API return the TTL rather than the absolute finish time.
