Update for pyquil 4.x

Description

• The changes are only relevant for the openqaoa-pyquil package
• The installation of the openqaoa meta-package broke down with the latest release of pyquil 4.0. We removed pyquil from the meta-package and limited its version for standalone installation to still be
• The pyquil dependency has been changed to >=4.0
• ** Fixes Current version cannot be installed due to package incompatibility - both through PyPI and using the local package #293 **
