This looks likes similar to this case #10 (comment).

You might be looged in to the session using an account that doesn't have Teams license, please use an incognito window, go to https://enovation.ie/msteams/#/signin and see if you can create a meeting.

If it works, you will need clean browser cache, cookies and site data so Moodle will ask you to enter the credentials to create the meetings again.
