What does this PR do?

CentOS 7 is EOL since June 30 20241. All repositories and mirrors are now unreachable.

This commit removes CentOS 7 from CI jobs using it.

Failures are related to 8.14.3 bump and lacking ES artifacts -- unrelated to this PR.
Given that it's a very simple backport merging.
