[lich.rbw] Unclean exit of client when using detachable client can lead to 'zombie' lich #594

When using detachable client, sometimes when there is an unclean tcp session break between the client and lich, lich will not re-open the port for the client to connect. When that happens the only way to regain control is to kill/restart that lich instance.

From the debug log when that occurs:
