Upgrade Typescript to 5.1.3

To be honest, I'm not sure anymore what kept us from updating to 5.x, but everything seems to work now. I did not update to the newest 5.2.2 as that's still not supported by `@typescript-eslint` and I don't want a stupid warning in my build logs all the time.
