Blue Iris integration is working great with live feed on lovelace with delays however when accessing my home assistant from cloud its extremely slow and sometimes it even freezes due to blue iris integration. When turning off the integration I can access my home assistant with no issues. Is anyone else having the same issue:

Hey. This sounds like an upload speed issue of your home network. If you are on your home network how does it behave? How is your upload speed? Using a vpn?

I don’t have have a vpn and my internet speeds are 1.2 gig down and 50 up. It does work fine locally. After some playing around it appears when using picture glance card with live stream it slows cloud excess and when selecting auto on the card which refreshes the stream every 10 second it works fine.

Yes, sounds like upload speed isn't an issue :)
Have you also tried changing the Stream Type in the config and see if it makes a difference?

Do I need to change it in blue iris or home assistant and where do I do that?

If you go to your integrations page, click Configure on the Blue Iris integration, then there is a dropdown for the stream type.
