@neilt should this PR be merged? Or will that upgrade our Latex version beyond a version that doesn't work with LaTeXML?

It should be ok, but when I looked at the new version of latex-action there is now a parameter to set the texlive version and I was wondering if we should fix that rather than use latest so we only update after verifying that it all works?
