IUA and MHD: Image Sources as technical user

Currently Image Source cannot claim "DICOM_AUTO" in IUA for uploading KOS.

If we add it to IUA we have to add the restrictions on the metadata for KOS Objects to MHD, like we did in E1A5.

Do we wan't to make these changes or keep Image Sources out of scope for the moment?

Would add it as an Open Issue and leave it out of scope with the argument that an Imaging Document Source needs also to support Retrieve Imaging Doc Set [RAD-69] which is a SOAP based transaction.

Decision from 8.5 MS/DK/DR/OE: not to allow to support image document sources with FHIR based API's
