Drop Python 3.8 support in all Arch/Arbi-BOM maintained/owned repos

As Python Upgrade Job is now updated to use Python 3.11 by default and upgrade PRs started failing in our owned/maintained repos. So we need to drop Python 3.8 in all these repos. I have collected the following list from the Ownership Sheet, so there might be a few repos that don't have Python or maybe the support already dropped for that.
